- Heat oven to 375°F. Line baking sheets with parchment paper. In medium bowl, whisk together flour, cocoa powder, baking soda, baking powder, and salt.
- In large bowl, using electric mixer, beat brown sugar and butter until light and fluffy, about 3 minutes. Beat in egg. Alternately add flour mixture and milk, mixing just until incorporated.
- Drop level tablespoonfuls of batter onto prepared baking sheets, spacing 2 inches apart. Bake until tops are set and spring back when lightly pressed, 6 to 8 minutes. Let cool on baking sheets 5 minutes, then transfer to wire rack and let cool completely.
- Using pastry bag or resealable bag, pipe thick rope of frosting around outer rims of flat sides of 6 whoopie pie halves. Chill until firm, about 15 minutes. Add 1 Tbsp M&M’s Minis to middle of each, then sandwich with remaining halves.
