President Trump left for Brussels on Tuesday, his first stop in a weeklong European trip that includes a NATO summit meeting; appointments in Britain with Prime Minister Theresa May, Queen Elizabeth and one of his golf resorts; and talks in Finland with President Vladimir V. Putin of Russia.
